fouling plug on a 656 gas

Hello,
I was wondering if anyone has had trouble with the #6 spark plug fouling on a 656 gas or any other IH with a 263 cid engine. I have had trouble with it for several years but 2 years ago I totally rebuilt the engine, sleeves pistons valves etc. Thought that would fix the problem along with many others. Now it is doing it again. Always the #6, the one farthest back. Thanks for the help. YC
