The low side of the TA is mechanicaly driven through a sprag clutch.The high side of the TA is hydraulicly driven through a clutch pack.You have two possible problems,1) the direct drive clutches are worn out or, 2) you your hydraulic pressure is to low to give full lockup pressure.Hydraulic pressure to the direct drive clutches should be 235-250PSI.If the pressure is low the TA lube pressure light should lite on the dash unless it is burnt out.The power steering gets priority pressure first then the brakes recieve pressure second for safety reasons then comes the TA, oil cooler,and lube.
