Is your float needle neoprene or steel? I prefer the neoprene needles. Have you checked for a leaking float? Is the float in good condition, i.e. not bent or twisted so it rubs on the carburetor body? Fuel level in these old carburetors is sometimes difficult to set correctly, as you are finding out. IH put magnetic fuel shut off switches on their later tractors to stop fuel leaking when the tractor was not running. Bus Driver might have some more information for you.
