IH, 1965+/-, 3514 Loader Backhoe; won't go in reverse

I bought a IH loader/backhoe at an auction years ago and I haven't been able to use it as it won't go in reverse. The transmission shifts and the wheels turn in reverse (I lift the rear end up on the backhoe stabilizer bars) but it has no "courage" to move the tractor. I rebuild the engine (4 cyl C-153 gasoline) and found that the fuel tank and the cooling system had dirt and sand in them. I 've drained all the fluids and replaced. Replaced both hydro filters. New seals on the hydro pump in the front of the tractor. I bought manuals, but they don't seem to match my tractor. I cannot find how to get to the shuttle pin in the transmission. Has anyone had this problem? Do you have any advice? My wife is going to start pushing hard this spring for me to get it out of here.
