That small black cap is the fuse holder, should be just a 1/4 turn and out. Try putting some penetrating oil around the seam. The cap only goes in there about 1/4 to 3/8 inch. The cap should come quite easily, fuse may be more difficult as it will probably break. Those fuse holders are still available, I ordered one just lately from CaseIH. They will last longer than replacment fuse holders. Yours is probably 40 years old.
