The operators manual for a 400 that I have says that the screw on the bottom of the carberator is supose to be turened out five turns from the seat on a gas tractor for full power its differen't on kreosine and disellate tractors. Mabey you need to adjust the govener I had to on my M when I got it, it wouldn't run wide opean after reading the book I adjusted it and never had to touch it again.
