Sheet metal: Bent/stretched/pounded

I have a panel off of a tractor that is in quite good condition except for a flaw in the center of it. It appears to have been dented in and then someone pounded it out and in so doing I would say they stretched the metal so that it warps the panel. Popping the dent the other way warps the panel back. My question is how do you shrink sheet metal that has been pounded out of shape and stretched?. I was considering making a cut with a grinding wheel to allow the panel to be straightened, then brazing the cut shut and doing the "body job" from there. Any suggestions would be appreciated.....Mike in Exeter Ontario
