Make sure the leak isn't coming from around the shaft that is on the engine side of the governor. I thought the cover plate was leaking on my 400 too but found it to be that seal around the output shaft. The oil shows up below the govenor but the oil was running down the backside and dripping on the frame which made it look like the cover was leaking.
