It's probably flooded, and when you let it sit the plugs dry out and you can start it. Things to look at: Pull the inlet hose between the air cleaner and the carb. off of the carb. and see if the choke plate is working correctly (like you think it is). Also check to see if it gets wet (or damp)in there when you're having problems - if so, you've probably got a float adjustment problem. Next time you can't get it to restart, make sure the choke is off (as much air as possible going into the carb.), shut the throttle completely off (make sure the linkage to the governor is working correctly), and crank a bit until the plugs dry out and it fires. Generally works for me when I'm having the kind of problem I think you're describing. If still no luck, try shutting the gas off at the tank and crank a bit. If it eventually fires, and then dies, you've got a flooding problem. In that case your throttle linkage may be really a mess, or the idle screw on the carb. may be wide open, or some such - you'll have to look around some to figure it out. If your tractor refuses to work properly all/most of the time, you may have a governor problem - but it doesn't sound like that at this point. Let us know what you find. Good luck.
