It is hard to diagnosis over the computer but check the jet where your load needle seats into. That is where the gas goes thru on its way to the discharge nozzle. You might have to take the carb back off to run apiece of tag wire thru it. You should be able to look down the hole that the nozzle mounts in and see the wire coming thru the jet into the nozzle chamber. And yes if your tractor is 12 volt you need a resistor unless your coil has internal resistance built in.
