400 Governor

My 400 will not run at a steady speed while I am working it. When I go up hill it slows down and when I go down hill it speeds up or when baling I get to a soft spot in the field it will slow down and I am constantly moving the throttle to keep a steady pace. When not moving or on level ground it is fine. Where do I start? Do I rebuild or is it better to get a rebuilt one? Thanks guys!
