Carborator no idle problems on SMTA

Just put the carb back on for the second time . I had a kit put in it at a shop. After I put it back on the first time, it leaked. I took it off and had it checked out. The shop said it was fixed. I put it back on the second time and it seemed ok until I killed the engine. It started leaking around the top again. Also the engine won't idle unless the curved governor linkage is pressed up. There is slack in all the linkage. Any suggestions would be appreciated. By the way, I was very careful to get the governor to carb throttle shaft into its slot when installing the carb.
