2 POINT CUTTER EBAY - NEED OPINION

check out ebay #2520255914. it says it has a chipped tooth? any idea what that means? (i have asked the seller). does this mower have 2 swinging blades under it? does it hook up to the rear pto? how does it hook up and work? i actually can pick this item up if i choose to buy it and save big bux on shipping. opinions on this item are greatly appreciated. if you can think of other ?'s to ask the seller, please let me know. thanks!!!
