Hey TD - Several possibilities here! Could be a simple linkage adjustment. Make sure the governor input rockshaft (controlled by rods and a bellcrank from the throttle handle at the steering wheel) is stroking the rockshaft fully in time with the throttle handle. Could also be the governor to carb throttle plate bellcrank isn't opening the carb throttle all the way. The bellcrank is under the sloped cover at the top of the governor riser. With the motor stopped, make sure the governor fully opens the carb throttle all the way when the throttle handle is at max speed. If not, remove the pin from the bellcrank, then turn it to adjust it as required. Finally under the governor cover there's 2 adjustable stop screws on the rockshaft. One sets the minimum RPM, the other sets max RPM. Could be the max speed screw is set too slow. I forget which screw is which - but it's easy to figure out when you get the cover off.
