That seat should be on an c, h, m, or other larger IH Tractor. A's had brackets that held one leaf spring on each side that attached to the seat. The seat could be lifted from the front an tilted back so rain would not lay in it. under the seat was a tray in some cases that held a small amount of tools. This sounds like a very good farmer fixall that would be sort of neat in a way, the ride would be a little easier I believe.
