Vincent - I agree with Hugh...let it run a bit. The problem may clear itself up. However if it does not suggest you try this: 1 - With the motor warmed up, idling and surging, very slowly pull the choke rod. If you find a choke setting where the surging stops, the problem's a lean idle mix. Open the choke fully then gradually turn the idle mix screw IN (clockwise) 1/4 turn at a time until the surging stops. If it's still surging when the idle mix screw bottoms out, the carb needs to be removed and cleaned - something is clogging the idle circuit. 2 - If working the choke has no effect or makes it worse, problem is a sticky or binding governor to carb throttle linkage. You'll need to remove the cover from the governor riser tube, and perhaps the riser to carb tube, inspect the linkage inside and find/fix the sticking. Good luck!!
