Check for vacuum leaks around the manifold and carb by spraying carb cleaner, or unlit propane around it while it is running. If it speeds up then you need new gaskets.

544's are really picky with vacuum leaks and carb adjustments.

Have you checked the timing? Ours was gutless after the overhaul and the timing was way off. Would run fine in neutral but wouldn't pull a load.
