I never heard of a Federal law concerning a sale of this kind, I know it applies to some things such as loans and insurance. If I already had the property paid for and a bill of sale (?) they would be lucky to leave with everything they came with. More likely then as not someone came along and offered them more money after you left. Lost a car that way, after I left a cash deposit, I was to return the next day with the remaining amount in cash to complete the deal. Got a phone call that night and was told the wife wrecked the car and they would give me my money back. Didn't worry about it till I saw the car with 30 day tags on it, a little investigation told me the rest of the story.
