It is Hydraulic how did you move the liver. When you shift do it quick forward and back. For adjustment with engine off anf TA lever forward make sure the valve that comes out the top of the MCV valve on the left side of TA is all the way down againest the snap ring and with TA lever back see that the valve is all the way up, then on the back side of the MCV valve is a little valve that moves when you move the foot clutch peddel make sure that it moves free should be able to move it by hand with foot peddel all the way forward make sure the little valve is al the way out but not tight, that is a dump valve so you can shaft gears. the free peddel on foot peddel should be about 3/4" from platform. The TA should shaft fast if you move the level fast. up or down.
