Never fooled with the M, but on the smaller IH engines (Super A and C, etc) the oil to the top comes up through the center mounting stud for the rocker arm shaft. If the stud is not turned the proper direction or some one replaced it with a stud that does not have the drilled holes for the oil, or the holes are plugged you won't get oil to the top.
