The teeth on the throttle sector are worn and also likely the mating tooth on the lever. You can file the throttle sector teeth to sharpen them, same as you would a saw. The lever tooth can be built up with weld metal and then filed back to the correct profile. Also, check the spring that holds the lever against the teeth. It may be weak. Likely nothing at all wrong with the governor.
