Richard, if the engine speed returns to a normal idle rpm, your carburetor is OK. This is more likely a linkage adjustment. The best place to change the lever position is the pivot mechanism over the manifold. There are two hex nuts that can be adjusted on the rod to change the position of the hand lever. That said, it is very difficult to obtain throttle response throughout the range of the hand lever. You'll either have no increase in speed after reaching maximum governed speed (dead spot at the top), or nothing at the bottom (what you have now - dead at the bottom). At this point, it is a matter of preference. I personally prefer maximum rpm at the very end of the lever travel. In this way, there is less stress on the linkage where most of my field work is done due to less force against the governor high-speed stop screw. If you'd rather have immediate throttle response from idle, set it there. My current H has the friction type throttle lever which seems to make this less noticeable.
