Farmall 1206-I don't think it likes me

Hey guys I am back with more questions for the experts. I have got a 1966 1206 and have had problems with the fuel system. I had water in the system-fuel was red-white mixture. I drained the tank, lines, and replaced the filters. I bought new fuel and put in conditioner with it. Before it did not idle hardly at all and blew a lot of white smoke, now it idles much better and the white smoke cleared up some. It runs full throttle great also but if you are at half throttle it has a flutter and blows white-only if the motor has min load on it-driving around in fields empty. Under load it clears up. Another thing is does if you are going down a hill and idle it down-make the motor slow you down, it just blows white smoke terrible. Could it be overloading on fuel? The only thing I can think of is the "smoke screw" on the pump has been messed with or I have a dirty injector. Which way do you turn the screw to cut back on the fuel, it blows black just touching the throttle. Any help with this would be great. This thing is driving me nuts.
