the stop contacts the button and pushes it in, which stops the hydraulic fluid flow, causing the pressure to build up, which makes the latch for the lever release and return it to neutral. if one were to push the button in without the depth control installed, the hitch could not be lowered until it was raised first.
our 400 is missing it's depth control parts, but the button is still there on the cylinder.
on our C there was a split collar with a plate on it that went around the cyl. shaft, and was secured in posisiton with a hose clamp that had a thumb screw. the plate would contact the button and thus limit the travel.
when you buy equipment that has rebuilt/reconditioned cylinders on it, sometimes you will run into the IH fast hitch style with the button.
