'48 farmall cub

I'm a new tractor owner. Found a pretty decent Cub and now I'm discovering it as I go, which is fun. I'm looking at the rear tires around the rim and valve stem, and I see some material sticking out which look to me like rope material or at least some sort of frayed material which is all the way around. What is this stuff? Will it pose a problem when I replace the tires? Any input please. Thank you.
