3414 backhoe won't swing

My backhoe swung real slow and I figured the small pump that runs the steering, stabilizers and swing, might not be putting out enough pressure. I tee'd into the main pump and got lots of pressure and flow, but the hoe won't swing unless I pull the boom, dipper or bucket lever also. I think I may have a bad relief valve, but can't isolate it. Anyone else had this problem?? Thanks, Smiley
