The points should be OPEN. That is what causes the spark plug to fire. The electricity you witness as a spark when the points open is not the same current flowing through the spark plug wires. That spark in the point gap is an intentional interruption to the secondary electrical field, which causes the primary field to fire at the plug. Distributor and magneto theories make pretty fascinating reading. Anyway, unless you've really squirreled with the distributor, the points should know what position they are supposed to be in if the rotor button is pointed at the #1 position of the distributor cap when the engine is #1 TDC.
