Slappy - Points should just start opening at TDC. A good way to set the distributor is to lay a spark plug somewhere handy on the block (lay it between the block and the coil) and connect the coil secondary wire to the plug terminal. With the crank at #1 TDC and the ignition switch on, rotate the distributor back and forth slowly. The instant you hear a snap (spark) from the plug when rotating the distributor CCW, the distributor timed for TDC.

Like Bill Smith says, make sure you have #1 TDC firing (not #1 TDC exhaust!)
