40 H cam timing

I am assembling the engine in my 40 H. I installed the camshaft today. There are several different sets of dots on the timing gears. I first matched up single dots (one on the cam, one on the crank) but it seemed a little out of time. I then turned the cam three teeth to the next single dot it seems better. also if I turn the crank there are a set of double dots that line up. also there are sets of dots kind of offset on the crank gear. HELP! I want to get this right. Thanks Hank
