300U PTO adjustment problem

I just installed a new/used IPTO on my 300U. My old one had broke. I spent most of the day trying to adjust the drive and brake bands of the new PTO. I have read all the manuals and looked at the archives here but am still bewildered and need help.

I have gone from movement of the PTO in the disengaged (forward position)with great bush hog cutting ability in the engaged position; to where I am now which is the PTO shaft does not move in the disenaged position like the manuals say-moves in the engaged position as per the manuals-but bogs down under heavy load.

I am mystified at this point. Is the brake band too tight, or the drive band too tight or lose?
From where the adjusting nuts are from where I started, it seems i have loosened the drive or front adjustor the most so far

I could really use some help. Thanks.
