Fair price on a 38 F-12?

I have been offered a 1938 F-12 Farmall for 1500.00. I have been told that the rear tires are original to the tractor and it was restored about ten years ago. It eas bought at that time from the first owner and has been used since just for shows. The choke is stuck on it and have not heard it run but have been assured it is in otherwise very good and original condition. I know my Ford N series but these Farmalls are out of mu league. Any help would be appreciated. Is this a good price? Any things I should ask or check out? Thanks in advenace, Pokey Oh, how about availabe parts?
