A little safer thing to try than what Bill B just said is to leave it shut off. Put it in gear. Have somebody step the clutch and then try rocking if back and forth. If that doesn't work then I would try towing it. Leave the engine off. Put in gear, step the clutch and start pulling the tractor slowly. You may have to start and stop several times in this method of rocking it. If the clutch plate is just rusted to the flywheel I would think that this should break it loose. My 12v C would start in gear but I don't think that my 6v C would. Good luck.
