my first thought is someone may have installed a M&W governor on it. if so, they seem to have a "hair trigger" and you can't do much about it. if this is not the case, make sure the linkage from the governor to the carb has no slack, that the governor bearings, and fly-weights are tight, and if that isn't bad, you may have to experiment with a different governor spring.
