H engine noise

I just rebuilt my engine on my H. The crank was turned and new cam bearings installed, new sleeves and pistons. I just got it running and it has a noise that is similar to a "whine" on the governor side of the engine. It sounds like the governor or maybe the drive gear on the governor. The gears on the gov., crankshaft and cam all looked perfect and there wasnt any noise in the gears before. The oil pressure is perfect. I took the side plate off the governor and it looks fine and was oiling very well. The bearings seemed to be fine. The gov. works fine. I ran it with the plate off and it seems the sound is right there. I realize that the same teeth on the gov. drive have been meshed together for over 50 years. Could it be that when i put it back on.. now in different teeth that its just noisy? I took the belt off to eliminate the water pump and its the same. It runs great and is very strong, but the noise just doesn't seem right. Does any of you guys tractors sound this way? Its similar to the whine of a straight 6 clyinder engine, but maybe a little louder. I know this sounds crazy but I am describing as best i can. If any of you have ever encountered anything like this please let me know.
