I'll get things rolling with what little I know about the PTO unit. I have worked on them, but it's been several years. I do know that it has its own hydraulic pump inside it. The pickup tube goesinto the differential, so that when you go down hill it is, I am sure, getting out of the fluid. It is kinda normal for itto rotate slowly when it's disengaged. Don't try to stop it with your hand, but, you can lay a board on it to see if it stops. You adjust how much hydraulic pressure it puts on the clutches by disconnecting the PTO lever and screwing the rod in, I believe. If I made an error here, hopefully someone will come along and straigten itout. Won't hurt my feelings.
