With the magneto in the vice, the drive end of the magneto turns freely in one direction. This is the OPPOSITE direction it rotates in the tractor. Clampa pair of vice grips to one of the ears on the impulse and rotate it in the direction it is supposed to turn, It willbe hard to turn twice in every revolution, then it will snap and the rotor will jump. The impulse stops the rotation momentarily, then turns it loose so that the armature (generator) can jump fast and provide the electricity for the spark. Hope this helps.
