H carb adj.

I have an H that I put a new carb. on a while back. By new I mean one reconditioned that I got through this site. It works great under a load. It works good at anything over about 1/4 throttle. The only problem that I have is that it surges slightly at an idle. It is not a problem with the function of the tractor it is just the fact that it isn't quite right. I have tried adjusting the idle mixture a couple of times and it will seem to get better. Do some work with the tractor for a little while and the slight surge at an idle comes back. The idle screw isn't working loose/tight as it is snug in the threads. I hate to get too carried away with the adjustments because it runs so good at all other times. The governor is quick to respond to changes in engine loading so I don't think that is the culprit. The reason for the new carb. is that I could not get the float to hold on the old one. The tractor has always been good and strong. Thanks
