If you pull hard on the wheel, you can see if it is moving at the support by the wheel. If not, oil that spot through the little oil hole. If it moves there, but the shaft is twisting, the box is stuck. This is most likely caused by water getting past the shaft seal and into the box. You may have to take off that seal flange and free what is stuck. Take out the fill plug and see if you have any gear oil in the steering box. Maybe time for a refill.
