Mark, My 200 does the same thing as well as having periods of searching or reving until I either load it or lower the throttle, doesn't do it all the time. I have not had the time to rebuild my govenor but I am fairly sure that is what it needs. I have looked at it and it is in pretty nasty shape so I assume that is what it needs.
