Do you need low side of TA?

I am looking at a 460 to turn into a snow mover. The seller says the TA is out but the high side works fine. Is this going to be a problem for a loader tractor? If the low side is out does this mean the high side will follow shortly? I am relatively new to the game. Any responses appreciated. Thanks
