Since the lift all runs off the transmission, the clutch has to be engaged for the pump to run. Also as others said, may not have oil, or the coupling between countershaft and pump may have been removed. Not so easy to fix that on the M. Not like the H. On the M you have to lower the Lift All unit down to install or remove the coupling. It is a "cross" type coupling that fits in slots in the drive and driven coupling pieces. One of the slots has to be vertical when you lower the lift all. You can take the cover off behind the lift all and look up in there and see if the coupling is there. If you want to lower the lift all, be careful, it is very heavy. Best to use all thread rods to thread it down. Replace the 4 3/8 inch bolts one at a time with 3/8 allthread rods and nuts. Then lower the unit by threading the nuts down the rods. Be careful that the rods don't unscrew out of the support holes in the clutch housing.
