it sound like you have a fuel restiction. we had one time on a IH 400, a spider(s) got in the gas tank and finally ended up in the port that the gas travels through into the sedimate bulb. take the bulb off, and check the screen and open the valve all the way up. the gas should spray out in two streams that almost will be horizontal, if it doesn't something has it pluged. if it does, then take the line off at the carb and see what stream you have there. it should run at a full stream as well. then if you still have troubles it most likly is in the the needle and seat and/or carb. you can all so take an air hose and blow back to the tank through the line at the carb and see if that doen't help. we found that the spiders like to build there nest in the nozzel in our gas barrel. what an easy way to get in there!
