Farmall H Carb flooding

My Carb was receintly rebuilt. Go to start my H, pull the choke out, press the starter button, not even a pop. I took off the air cleaner rubber hose and gas pours out of the carb. I let it sit so it will dry out. Next I try to start it with the air cleaner rubber hose off, I choke it and then crank it. Gas again comes out of the carb. air intake. A few seconds laterI then open the choke all of the way, crank it over and it fires right up. I have the carb. fast idle set (at fast idle running speed) by turning in the bottom screw in 1/4 turn at a time until it ran rough, then opened it 1/2 turn from that point. I have the slow speed screw between 3/4 and 1 turn out from fully closed. I am thinking to just start it without any choke but that must mean something is else is a little off. Thanks!!
