I may be off base here, but I put the felt on the choke shaft. There was a recess in the bowl casting there under the choke shaft arm and I dug out of there what appeared to be an old piece of gritty felt. I didn't put it in the bottom because the hole in the felt was too big to close up and provide any kind of air/dust seal for the drain hole. Joe, it would be a good idea to go ahead and remove the choke shaft and make sure the detent ball and spring are free and clean and working properly. The ones in my carb were full of crud and hadn't worked in years.
