How long has it been since you last ran it? I would stay with the electrical for now since a fuel problem will cause all cylinders to run rough. It sounds like moisture in the cap but you had the cap off so it would have be some other item. A weak condensor could cause a weak spark and eat the points. If the tractor has set for awhile than just clean the points with a point file to remove any oxides that may have formed. Check and see that the connection at the points were the condensor lead attaches isn't grounding out or check for any other leads that might be grounding intermittently.
