The smaller washer looking seal goes against the outside of the brake drum. When you put it back together you would place the brake drum on the shaft, then the washer looking seal, the steel washer, lock washer and then the bolt. The seal is about the size of a silver dollar and fits in the little recess on the outside of the brake drum, stopping any oil that runs out the splines on the shaft. When I took mine apart one of those seals was just about deteriated. In fact I just ordered new ones yesterday. Another seal that will leak is a large O-ring that goes around the bearing cage. Hopefully you won't have to replace it. But if you ever have to remove the bearing cage, go ahead and replace it. They're about $12.00 and very easy to replace, once the cage is out.
