When I timed my a I used the same procedure you did and it worked good for me. There is a mark in the flywheel that points directly downward, when number 1 piston is at top dead center on the compression stroke, if you use this mark you can be sure that number one is tdc on compression, both intake and exhaust valves should also be closed all the way. I put a mark on the front pulley and the front cover when it was at tdc , this makes it easier to put a timing light on it once you get it running. You may also ground a spark plug to the block and crank the engine just to be sure you are getting spark.When i lined the rotor up with number one plug wire on the distributor cap, I took an old dist cap and drilled out the hole for the number one plug wire this eliminates some guessing, this may you can see for sure that the rotor is dead on the number one plug wire. The firing order should be 1,3,4,2. and the rotor rotates clockwise
