In regard to the advice on pressurizing the fuel tank, be very, very careful about that practice. Any pressures over about 2 PSI could result in rupture of the fuel tank. Some folks who read that may attempt to connect 125 PSI shop air to a fuel tank. The result could be a deadly spray of fuel and shrapnel, possibly fire. Another bit of advice on cranking a stubborn diesel--temporarily set up two batteries for 24V cranking. Cranking speed will just about double. Spray some motor oil (about a cup) into the intake. Or use liberal amounts of spray lubricant. Look for white smoke while cranking. As a last resort, you can use very small amounts of ether. If that doesn't work then you got a bad pump.
