sounds like your lever, fork or shift collar is worn. first and esiest is to check the detent on the lever and see it is is seating hard in the notch. If not try to adjust it so it is. The next thing is in the inside of the housing the slip collar that connects the shaft in the trans, to the shaft on the pto is worn. I think you can take the plate off the side where the lever goes through and see enought to find out.
