Carl in nc...If you have adjusted it as per the book there isn't much more you can do. You might recheck the mid position on the lever and maybe tighten the engaged band some more so you have more drag on the PTO shaft. Next step would be to replace the bands, also be sure you have the proper type oil in the unit.
